Judging by the likely sentences mentioned in that story, Argentina might consider manslaughter to be a touch less serious than many other places.

Which sounded like he had likely been out on the balcony acting erratically by that point. Before he got in the room, probably not an immediate or obvious concern.

Exactly and it seems like the staff were aware of the potential danger and were trying to mitigate it by calling the police. To your point, just how much is the hotel (let alone just the receptionist) supposed to do - such a bizarre charge.
