I think the lines are open during the final, it's just badly phrased. And let's face it, the rest of the world vote is purely diaspora anyway.I also find the fact that the Rest of the World are now voting on dress rehearsal clips (like at JESC)... odd? The lines aren't even open for them at all during the actual final as far as I can tell? Which feels like a great way to minimise the number of people that vote in that

I really don't think this can be true, as on the EBU's own article from last week (https://eurovision.tv/story/big-five-sweden-perform-semi-finals) they wrote "the Top 10 qualifiers from each Semi-Final will be decided by public votes alone."
