Isn't there a police subdivision trained to deal with situations like this, like i don't know the Swat team? Using the army is a bit much but maybe the situation is sth an average police officer shouldn't have to deal with either?

This is what I'm thinking! I just feel that more could be done to tackle this. The police are so busy protecting themselves from being hurt that they can't actually stop the thugs from rioting.
