I’ve no recollection of the first album having been considered as not doing well and a follow up not being definite. Chart positions and sales seem good enough but I guess it was all relative to the budget thrown at the album.Fascinating in depth piece on the making of the album:

Whilst I love the album, playing the vinyl this morning does show how front loaded it really is in a way the latter three albums weren't.
I absolutely love Tangled Up and it is their best album but I would still say it is pretty front loaded.
Not sure if Out of Control is better than Neighbours, it is pretty close.
